Baltic Cause and Arctic Effect – Potential International Legal Implications of a Recent Russian Military Exercise

Tiivistelmä

In early 2018 it was reported that the Russian Navy had conducted live fire missile tests in Latvia’s Exclusive Economic Zone (EEZ), which forced Latvia to partially close the airspace in the area. This raises the question whether such tests are actually permissible under international law, but this text tries to answer two more precise questions: (1) did Russia violate Latvian rights under international law? and (2) which lessons can be learned by Arctic coastal States? While the former question is relevant in a regional context and could be of practical value for other countries, especially other Baltic Sea coastal States, the second question is meant to provide guidance for Arctic coastal nations which are facing an in-creased likelihood of interactions with foreign vessels in the EEZs. In so far, the text also aims to identify potential lessons applicable to other forms of use of foreign EEZs by foreign vessels.
