In this thesis, the principal objective is to find out how efficiently cartels are deterred by the fining policy of the European Union. Fines represent the European Commission’s principal tool in enforcement of EC competition laws. At the EU level, there are no criminal penalties and private enforcement is minimal. According to the economic approach to deterrence, fines should be proportinal to the harm the cartel has caused to the European Community or to the gain that a cartel member has achieved divided by the probability of detection.
