Social Rights as Human Rights

The article is based on the seminar The Future of the

European Legal Culture. It describes three important means by which social rights as fundamental and human rights have had an influence in Finland. Various dimensions of the binding nature of social rights are outlined.

According to Paunio, social human rights and social policy objectives run parallel to each other and overlap, one influencing the other and both being an end and a means. There exists the kind of uniform cultural and values foundation on which social rights can function as human rights and set limits to social policy decision making in addition to guiding it.
