Mitigation of or adaptation to climate change is not regulated under Finnish legislation in a comprehensive manner. Since Finland is a member state of the EU and since it has ratified both the UN Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Finnish legislation concerning climate change is strongly influenced by the international climate change regime as well as the implementation of the EU Emissions Trading System (EU ETS) and other EU policies and legislation. The implementation of the above mentioned international conventions and EU policies and legislation has been accomplished through special implementing acts and other provisions.
